Angola faces a number of major developmental challenges in the coming years. Low incomes, weak agricultural development, lack of external trade and a need to improve human capital are among the most important. In addition, drought and environmental degradation are prominent ongoing problems.
Our priorities
The European Union plays a key role in the development plans for Angola, together with EU countries, the Angolan Government and other international agencies. The Multiannual Indicative Programme (MIP) is in line with the goals of national development policy as expressed in the Angolan National Development Plan 2018-2022 and Angola 2025. The plan aims to promote economic diversification, improved governance and the development of human capital.
In 2021, we launched a strategic dialogue covering three key political and socio-economic development areas:
Sustainable economic diversification
We aim to support the acceleration of growth and the attraction of Foreign Direct Investment. In addition, climate smart agriculture, clean energy, generating a circular economy and promoting more and better jobs are targeted.
Transparent, accountable and effective governance
We aim to promote the rule of law, combat corruption, and to improve public finance management and electoral processes.
Human development
Improving the skills and competitiveness of the workforce, investing in higher education and promoting science capabilities and mobility schemes for students. With gender inequality in Angola amongst the highest in the world, emphasis is also placed on enhancing the economic and educational participation of women.
Our programmes
The Multiannual Indicative Programme (MIP) for Angola runs from 2021 to 2027. For the years 2021-2024, €275 million has been committed. Three priorities for action are targeted:
Sustainable economic diversification
We will support improving the competitiveness of the local private sector, especially in services and agriculture. The aim is to invest in climate resilient energy production, improved standards and certification and building the capacity of local communities, entrepreneurs and financial agencies, while incorporating a gender perspective throughout these actions. At a more macro level, we support international trade development and environmental governance.
Transparent, accountable and effective governance
We will support actions to enhance the rule of law and digital governance, and to improve economic governance and social protection. Our goal is to support a reform process for the judiciary, design a strategy to combat corruption and promote egovernance and digital literacy within the administration. In addition, improvements in the tax collection system and social protection are supported.
Human development
We will support initiatives that improve access to and quality of vocational and higher education. Specific issues include promoting the inclusion of girls and women, improving the quality of IT courses, and addressing the green economy, climate change and the agricultural sector. Collaboration with the Erasmus programme is envisaged.
We also plan to support a Team Europe Initiative (TEI) implemented in partnership with Portugal, France and the Netherlands, which aims to support economic diversification.
