A landlocked country in the heart of Central Africa, Chad is one of the world’s least developed countries (LDCs). A poor economic and social performance is largely due to the fragility of institutions and lack of implementation of the rule of law, both of which discourage private initiative.

The Chadian economy is largely dependent on oil revenues which have severely decreased in recent years. Its population also suffers from the consequences of chronic malnutrition and food insecurity. Climate change is also a critical threat.


Our priorities

The EU’s strategic objectives are particularly focused on the most vulnerable segments of the population, youth, and the most deprived areas in terms of socio-economic development.

We also aim to contribute to the consolidation of peace and stability, while supporting the implementation of reforms to strengthen governance (justice, human rights, participation of civil society and citizens in public life, security and public finance management).

Our programmes

The 11th European Development Fund (EDF) allocated €542 million to Chad for the 2014-2020 funding period. The focal sectors are:

Food security, nutrition and rural development

  • increase the resilience of the population by strengthening insitututional capacities for governance and budgeting
  • ensure sustainable access to adequate quantity and quality of food
  • improve maternal health and nutrition for children under 5 years old

Sustainable management of natural resources, namely:

  • protected areas and fragile ecosystems
  • pastoral resources by securing pastoral farming systems

Consolidation of the rule of law

  • ensuring a transparent and functional public administration
  • guaranteeing the protection of people, particularly the most vulnerable
  • ensuring the proper management of public assets

Chad is also among the countries benefiting from the EU emergency trust fund for stability and addressing root causes of irregular migration and displaced persons.

All EU projects in Chad also address cross-cutting issues such as gender, environment and capacity building.
