Togo

Togo is a small West African country which remains fragile following political instability. Following the parliamentary elections of 2007 and the global political agreement of 2010, the EU resumed cooperation with Togo.

The priorities in Togo are building a rule-of-law state, modernising administration and the consolidation of democracy.

Our priorities

Since the resumption of EU cooperation in 2007, the country has received permanent support for its political stabilisation process. In this perspective, state consolidation and security have been focus points of our cooperation.

In coordination with other development partners, the EU's interventions aim to reduce poverty and inequalities and to maintain stability through the geographical rebalancing of the territorial development (inland regions vs maritime regions including Lomé). The EU considers the ongoing decentralisation process essential to the development of Togo as it ensures that public services are efficiently and effectively delivered and sustained in the whole of the country.

Our programmes

The 11th European Development Fund (EDF) National Indicative Programme for Togo allocates €216 million for the 2014-2020 period. The 3 priority sectors are:

  • Consolidating State and security: through reconciliation of national cohesion, improving access to justice and security for the population and modernising State institutions, in particular public finances.
  • Access to water and sanitation: supporting institutional reforms, reinforcing actors capacities and building infrastructures throughout the country.
  • Energy: access to electricity and development of renewable energy, reducing the use of biomass.

Budget support is also used to mobilise community support and the possibility to blend grants and loans, in particular in the water and energy sectors.

Nearly all regional projects benefit Togo directly or indirectly to Togo. The regional food—reserve project (56M€) is of particular interest for Togo as 2 of its 4 components (total 34.5M€) are implemented by the Regional Agency for Food and Agriculture (ARAA, the ECOWAS food agency) based in Lomé.
