Overview
Togo is a West African country stretching from the Gulf of Guinea in the south to the Sahel in the north with a population of just over 9 million.
The country is pursuing policies to promote the transition to a green and digital economy. It exports more organic products to the EU than any other country in Africa and hosts the biggest deep-water port in West Africa.
Our partnership
The EU supports Togo in its process of sustainable and inclusive development, in line with the ‘Togo 2025’ roadmap and the Global Gateway Strategy. Our action builds on Togo’s strategic location and its commitment to the green and digital transitions.
Our partnership with Togo supports the country's efforts to enhance human development and socio-economic inclusion, promote sustainable agro-industries and natural resource management, and build a peaceful and resilient society.
Team Europe in Togo, including the EU, France and Germany, adopted a Joint Programming Document for the period 2021-27. Within this framework, the EU has allocated €201 million to the partnership with Togo for the period 2021-2027 through the Neighbourhood, Development and International Cooperation Instrument (NDICI-Global Europe). Togo also benefits from significant additional allocations under regional and thematic EU programmes.

Our key initiatives
- Agrobusiness, environment and biodiversity
The EU is partnering with Togo to support the country’s agro-ecological transition. That includes boosting the productivity of small farmers in sustainable agri-businesses, promoting women’s entrepreneurship, boosting competitiveness, and preserving natural resources.
Team Europe projects focus on key value chains such as pineapple, cashew nuts and soya to reinforce local food security and generate export opportunities.
Projects include:
- Support for more ecological and digitalised agri-food systems that use energy (including renewables) and water more efficiently.
- Developing hill reservoirs for aquaculture and irrigation.
- Promoting women’s entrepreneurship and women’s groups in agriculture.
- Enabling small and medium-sized enterprises and microbusinesses to compete more effectively and access finance more easily.
- Regenerating and preserving biodiversity in protected areas such as the Fazao-Malfakassa-Aboulaye and Togodo-Mono landscapes; this includes increasing the number of jobs linked to biodiversity protection.
- Energy and connectivity
The EU is working with Togo to widen access to clean energy:
- Investing in renewable energy generation.
- Extending and reinforcing the distribution of electricity – especially from renewable sources like hydro power and solar – to benefit over 1 million people.
- Improving governance in Togo’s energy sector.
The EU and Togo are also working to consolidate the strategic transport corridor that connects Abidjan in Côte d’Ivoire with Lagos in Nigeria. This work includes the reconstruction of 31 kilometres of road between Lomé, the Togolese capital, and Cotonou, capital of neighbouring Benin, and support to implement a Sustainable Urban Mobility Plan for Lomé.
In addition, the EU is helping to bolster Togo’s digital connectivity. Besides several potential infrastructure projects currently being considered, the EU’s support is helping to:
- Develop the digital skills of staff in the public sector.
- Improve the digital services which the public sector offers, such as land title and water management information systems.
- Foster digital entrepreneurship.
- Integrated territorial approach for the North
The EU is helping Togo to stabilise its northern regions and prevent the rise of violent extremism.
The main way it is doing so is through:
- Supporting the government’s 2022-2025 Emergency Programme to Strengthen Resilience in the Savanes Region, or PURS, notably by boosting infrastructure development in energy, water and sanitation and agriculture
- Fostering social cohesion and helping to strengthen conflict resolution mechanisms
- Helping strengthening the country’s security and defence forces
- Providing protection and durable solutions for displaced populations in coordination with humanitarian partners.
- Governance
Team Europe is working with Togo to strengthen local authorities and support the development of its civil society and other governance processes.
Projects in this field facilitate:
- Better governance and reforms that promote decentralisation and citizens’ participation in governance.
- The modernisation of public services, including local services such as solid waste management in Togolese cities.
- Enhance regional cooperation in governance, fight organised and terrorism crime, financial trafficking and maritime security.
