Zimbabwe is a low income country faced with several political and development challenges. The country has an educated population, is rich in natural resources, and has great potential for agriculture and manufacturing, but its development remains constrained by political and institutional bottlenecks. Since the early 2000s, Zimbabwe has actually seen increased poverty, economic deterioration, and frequent droughts.

Our priorities

The EU’s cooperation with Zimbabwe, under the current funding period (2014-2020), aims to preserve the country’s democracy, bring stability, and build resilience to build a strong basis for an inclusive and sustainable growth.

The 11th European Development Fund (EDF) National Indicative Programme (NIP) focuses on:

  • health
  • agriculture-based economic development
  • governance and institution building

The 11th EDF NIP amounts to €287 million. It is in line with the country’s agenda for sustainable socioeconomic transformation (ZimAsset) and the Transitional Stabilisation Programme (2018-2020).

Bilateral cooperation

2020

The Annual Action Programme comprises 1 action:

  • Support to vulnerable people in Zimbabwe

2019

The EU decided to increase the National Indicative Programme. The Annual Action Programme comprises 2 actions:

  • Improving Health Outcomes for the Population of Zimbabwe II
  • Resilience Building in Zimbabwe

2017-2018

Various riders to ongoing programmes were adopted.

2016

The Annual Action Plan 2016 (part 1) comprises 2 actions:

  • Support to the consolidation of the democratic process in Zimbabwe
  • Support to Civil Society in Zimbabwe

The Annual Action Plan 2016 (part 2) comprises 2 actions:

  • Support to the Rule of Law and Access to Justice for All
  • Zimbabwe Natural Resource Management

2015

The Annual Action Plan 2015 comprises 5 actions:

  • improving health outcomes for the population
  • promoting migration governance
  • public finance management enhancement programme
  • resilience building and food and nutrition security programme
  • measures in support of civil society

The Zimbabwe Agricultural Growth Programme was adopted as an individual measure.

Regional cooperation

As a a member of the Common market for Eastern and Southern Africa (COMESA), Zimbabwe is eligible for support from the COMESA adjustment facility under the Regional integration support mechanism, financed under the previous EDF regional indicative programmes. The country also benefits from a support programme to facilitate the implementation of the economic partnership agreement (EPA).

Thematic cooperation

Zimbabwe benefits from a blend of thematic budget lines, in sectors like health (HIV/AIDS, sexual and reproductive health), water, sanitation and hygiene, environment, agriculture (sugar cane growers), food security, sustainable energy, human rights and democracy, gender, peace-building and reconciliation, civil society organisations etc., notably via the Development cooperation instrument (DCI) and the European instrument for democracy and human rights (EIDHR).
