Unlocking EU-Bhutan investment opportunities

Introduction

Investing in sustainable development

The European Union has maintained a strong partnership with Bhutan since 1982. In recent years, EU–Bhutan cooperation has focused on supporting Bhutan’s efforts to diversify its economy and strengthen local governance. In 2024, the EU, together with the European Investment Bank (EIB), signed a €150 million renewable energy loan with Bhutan to finance solar and mini-hydro projects across the country.

As one of only seven nations to have graduated from the list of Least Developed Countries and achieved Middle-Income Country status, Bhutan represents a key partner in advancing the objectives of the Global Gateway. This initiative brings new opportunities for the EU–Bhutan partnership to pursue shared goals by mobilising sustainable investments, particularly in green energy and climate action—areas in which Bhutan stands as a global leader, being the world’s first carbon-negative country.

The Business Forum will open new avenues for European investors across a wide range of sectors, including ICT, agribusiness, renewable energy, hospitality, and wellness. These opportunities are driven by Bhutan’s rapidly growing, politically stable market, characterised by increasing openness and strategic access to Northeast India.
