Description

The Global Gateway Guarantee Programme (GGGP) serves to de-risk sustainable private sector investments that drive sustainable growth in EU partner countries. It focuses on renewable energy, digital connectivity, and venture capital, helping create jobs, boost innovation, and improve infrastructure in partner countries.
The programme operates across Sub-Saharan Africa, Latin America and the Caribbean, Asia-Pacific, and the EU Neighbourhood, and is made up of three components:
- Global Gateway Fund Programme – Backs funds and projects that enter new or underserved markets, test innovative or higher-risk business models, or focus on specific sectors or regions. It also supports projects where the expected impact is high but returns are below market level, helping attract investors to frontier opportunities.
- Renewable Infrastructure and Sustainable Energy Programme – Supports public-private partnerships, independent power producers, and companies working on renewable energy and digital infrastructure. It helps finance projects through risk-sharing mechanisms and co-financing with commercial banks.
- Boost Ventures for Africa Programme – Strengthens venture capital and impact funds that invest in start-ups and small businesses in Africa, particularly those led by women and young entrepreneurs. It aims to encourage innovation, job creation, and inclusive economic growth, especially in least developed countries.
Together, these components make the GGGP a key part of the EU’s Global Gateway strategy, helping attract private investment to accelerate the green and digital transitions in partner countries.
