Job description

The Programme manager is responsible for the effective implementation of EU Trust Fund actions in Somalia as member of the Section covering Democratic Governance and Security Sector Reform.

He/She serves a liaison officer on a variety of political, security and development issues as they may arise with a focus on local governance and post conflict stabilisation. The programme manager will coordinate the Inclusive Local Economic Development ILED) programme and support implementation of the EU territorial approach in collaboration with all sections and ensuring effective dialogue with Government authorities.

He/She may also be appointed the focal person for human rights. For all actions, this covers the entire project cycle from programming to evaluation, including identification and appraisal of programmes and projects, financing decisions and contractual and financial implementation as well as policy dialogue.

The programme manager is part of a team responsible for the management of the Horn of Africa window of the EU Emergency Trust Fund for stability and addressing the root causes of irregular migration and displaced persons in Africa (the EU Trust Fund).
