The EU joins the Multilateral Organisation Performance Assessment Network (MOPAN) as an official observer

The EU has formally become a MOPAN observer, joining the Network for a period of twelve months. MOPAN is a network of 21 members for monitoring the performance of multilateral development organisations. The EU wants to reinforce the multilateral system and its ability to deliver more effectively.

Commissioner Urpilainen said: “In the context of multiple crises, there is a need for an efficient and transparent multilateral system, upholding universal rules and values, responding successfully to global challenges and contributing to peace and prosperity across the world. MOPAN assessments encourage multilateral organisations towards more efficiency and effectiveness, in line with the EU priority to make the multilateral system fit-for-purpose”.

The new observer status allows the EU to participate in MOPAN’s member activities and provides the EU with enhanced access to high quality analytical products for one year. These cover various organisations’ efficiency assessments, including UN agencies, contributing to the broader debate on how to improve them.

The move provides the EU with an important additional channel, through which to support the reform of multilateral organisations. It underlines the EU’s commitment to playing a strong and strategic role in multilateral fora in line with the Communication on strengthening the EU’s contribution to rules-based multilateralism. The EU remains committed to supporting the UN Secretary-General’s reform efforts, as well as the modernisation of key international institutions such as the World Health Organisation (WHO) and the World Trade Organisation (WTO).

Background information

MOPAN, launched in 2002, is a network recognised for monitoring the performance of multilateral development organisations, which deliver a significant share of the Official Development Assistance (ODA) worldwide. The network’s findings are used as a basis for discussion with the organisations themselves to explore ways to improve their effectiveness and transparency. This partnership with the EU comes at a time when the Network is seeking to expand its membership, as the EU can help promote a more inclusive perspective towards non-traditional donors and developing countries.
