Public–Private Partnerships for Peace and Prosperity in Afghanistan

The European Union and the Asian Development Bank co-hosted on 19 November a side meeting to the 2020 Afghanistan Conference titled 'Support to Peace and Prosperity through Public–Private Partnerships (PPPs) in Key Infrastructure Investments'.

On its path to self-reliance, Afghanistan is now exploring new opportunities for financing its development agenda. With a newly introduced policy and regulatory framework, the government and development partners are gaining their first experiences with PPPs as an instrument for leveraging private sector engagement in infrastructure projects with a high development impact.

The side meeting aimed to create a better understanding of the approach in Afghanistan, and to illustrate the opportunities with existing examples. The Badakhshan Energy Company presented one of the first PPPs in Afghanistan. This PPP will count on the support of the European Union to build, for the first time, a clean, self-sufficient, reliable, and affordable electricity system in the Badakhshan Province.

Participants agreed that an annual PPP Forum will be organised to bring together the government, donor partners and the private sector.

The European Union has a long-term commitment to supporting the people of Afghanistan on their path towards peace, security and prosperity. Afghanistan is the largest beneficiary of EU development assistance in the world, receiving more than €4 billion since 2002.

Future development assistance will aim to preserve the political and development achievements of the last 19 years, guided by 10 key principles, including a permanent ceasefire and continued commitment to democracy, the rule of law, and respect for human rights.
