Increasing investment, connectivity and trade in agriculture and forestry in Laos

Overview

The TICAF is a Global Gateway flagship programme with contributions from several Team Europe partners - European Union, France, Germany. It aims to contribute to green, sustainable and inclusive growth through increased domestic production, processing, exports, national revenue and decent job creation in the coffee, tea and forest-based value chains, supporting Lao PDR delivering on its NDC through forests and biodiversity sustainable management and protection.

The two components covered by the Financing Agreement include:

  • Outcome 1 Agriculture (Coffee & tea) - Enhanced quality development of coffee and tea sectors through agro-ecological community-based action, climate-resilient and inclusive value chains with a gender and human right-based approach.
  • Outcome 2 Forest-based products - Increased participation of local communities, particularly women, in strengthened forest-based value chains for sustainable use and conservation of forests. The flagship also includes 2 additional outcomes, covered by other financing decisions pertaining to EFSD+.
  • Outcome 3 - Increased responsible and gender-responsive private investment in agriculture and forestry.
  • Outcome 4 - Increased markets' access / connectivity, through the rehabilitation of an ASEAN highway connecting Thailand, Laos and Vietnam (recorded as separate GG flagship project in 2023).
