The evaluation provides an overall independent midterm assessment of the EUTF for Africa and identifies key lessons and recommendations concerning EU strategic approaches and operationalisation to support all aspects of stability and contribute to better migration management, as well as addressing the root causes of instability, forced displacement and irregular migration.
The scope of the evaluation included 200 out of over 600 contracted projects implemented between 2016 and 2019. Throughout the process, a Consultative Group of EU Member States’ evaluation experts provided feedback and reviewed all key reports. Field visits were conducted in six countries selected to ensure coverage of a number of key dimensions of the EUTF (Ethiopia, Libya, Morocco, Niger, Senegal, and Somalia).
