The evaluation assesses the strategic application of the European Union's approach to building resilience to withstand food crisis in African drylands (Sahel and Horn of Africa) during the period 2007-2015. It is a joint evaluation between the European Commission's Directorate-General for International Cooperation and Development (DEVCO) and the European Civil Protection and Humanitarian Aid Operations (ECHO).
