Introduction

Paramaribo’s historic centre was designated by the UNESCO as a World Heritage Site in 2002. 

However, the iconic site is in urgent need of protection against increased flooding caused by climate change. The frequency as well as the intensity and extent of flooding are expected to considerably increase, and the economic losses associated with a single flooding event with a 100-year return period are estimated at USD 125 million. The reconstruction of a 220-meter-long flood wall currently in state of decay is very much needed to avoid this scenario.

Objectives

This project seeks to contribute to the socio-economic revitalisation of Paramaribo's historical centre. It will ensure that its cultural heritage is preserved while enhancing resilience against climate change impacts. Through LACIF, the European Union supports climate adaptation measures in the waterfront area, which has high recreational and economic value. It connects the Central Market, the Water Taxi station and a main bus hub. The EU will also provide a gender-sensitive training in integrated planning practices for climate adaptation. 

Project activities

IDB  finances urban interventions, residential and business development and institutional strengthening.

The activities funded by the European Union to promote adaptation for flood protection on the waterfront area are: 

  • The reconstruction of a flood wall along the Suriname river
  • The construction of a new boardwalk
  • The afforestation of mangroves along the Sommelsdijck canal and the Suriname river shoreline

Results

The main expected results are increased protection against flooding. It also boosts the livelihood of the World Heritage Site.

  • 14 000 people will benefit from flood protection (7% of the total population of the city)
  • Economic losses from flooding events will be avoided
  • Cultural and historical buildings worth over USD 100 million in assets will be protectedThe project will strengthen the investment environment and ignite the World Heritage Site economic growth potential in the form of tourism  and private sector participation
