MIgration EU eXpertise Initiative - MIEUX+

The MIgration EU eXpertise (MIEUX+) Initiative has been active since 2009. The programme offers capacity development activities on any topic linked to migration to EU partner countries in Africa, Asia, Latin America and the Caribbean or the EU Neighbourhood. It is a joint initiative funded by the EU and implemented by the International Centre for Migration Policy Development (ICMPD).

MIEUX+’s pioneering role in building bridges between a wide range of actors has been acknowledged at global level in the Global Forum on Migration and Development and several editions of the European Development Days.

MIEUX’s continuity owes its success to three essential features: working on a demand-driven basis, reacting quickly to requests, and fostering peer-to-peer exchange of knowledge.

How does it work?

MIEUX+ can receive requests to work on any topic related to migration from institutions based in countries eligible for EU development assistance.

These requests turn into short-term technical assistance projects with a sequence of tailored activities that match the expertise required by the partner. Ownership and sustainability are key principles underpinning every project.

Teams of migration experts originating mostly from within but also outside EU Member States are deployed on short missions and work side by side their counterparts. This methodology encourages the transfer of expertise through a peer-to-peer approach.

  • National and local authorities
  • Judiciary, prosecutors’ offices, ombudspersons, parliaments
  • Civil society organisations (in joint request with governments)
  • Joint requests from multiple institutions are also possible

Areas of expertise and activities

  • Irregular migration and traffic of human beings
  • Legal migration and mobility
  • International protection and asylum policy
  • Horizontal interventions (cross-cutting areas such as climate-induced migration, data management, gender and human rights)
  • Migration and development

These policy areas are covered through multiple activities:

  • Policy work through support to drafting local or national policies
  • Exchange of knowledge through seminars, workshops, and study visits
  • Training curricula
  • Practical tools, including Standard Operating Procedures, handbooks and manuals

Results

MIEUX+ has allowed regional organisations, government and civil society to benefit from European expertise in all areas of migration, promoting the exchange of knowledge between the EU and creating a laboratory of practices to support safe, orderly and regular migration and wider sustainable development goals.

  • Close to 100 countries across the world have benefited from MIEUX capacity development activities
  • 340 migration experts from 22 EU Member States and the United Kingdom have participated in activities.
  • 13% of migration experts deployed between 2016 and 2020 were nationals from countries outside the EU, promoting triangular cooperation.
