Objective of the consultation

The objective of this consultation was to gain stakeholder and public input regarding the EU FLEGT Action Plan.

This consultation was part of an evaluation of the Action Plan which had three main objectives:

  • to assess and document progress, achievements, shortcomings and gaps;
  • to assess and analyse changes in the global context;
  • to draw lessons learnt and formulate recommendations that could guide future EU efforts on forest law enforcement, governance and trade.

The evaluation covers the first 11 years of implementation of the EU FLEGT Action Plan, from 2004 to 2014. The evaluation looks at the seven areas of the Action Plan and their interrelationships. It aims at covering all actions under the EU FLEGT Action Plan by EU institutions, Member States, partner countries and stakeholders. This evaluation is closely coordinated with a parallel mandatory review of the EU Timber Regulation (EUTR), which is also the subject of a public consultation.

The consultation closed on 1 September 2015.

The consultaiton provided input to the evaluation process, which was based also on an independent evaluation undertaken by an external, along with surveys, stakeholder workshops, targeted interviews, as well as unsolicited inputs from stakeholders.
