Description

The Mid-Term Evaluation assesses the EU Budget Support for Employment Reforms in Mongolia (ERM), implemented under Specific Contract Nr 300082768. The programme aims to support employment reforms through budget support and related policy actions. The evaluation reviews design, implementation and progress against expected results, covering criteria of relevance, efficiency, effectiveness, sustainability, EU value added and coherence with EU and other donor strategies.

The report provides background on Mongolia’s labour market and institutional context, identifies the stakeholders involved, and reviews previous monitoring and evaluation exercises. The evaluation objectives include reconstructing the intervention logic, formulating evaluation questions and analysing performance using OECD budget support methodology. Evidence was gathered through desk research, interviews, and field missions.

Findings highlight achievements and challenges across areas such as policy dialogue, public financial management, labour market reforms and institutional capacity. The evaluation offers consolidated answers to evaluation questions, synthesises conclusions and distils lessons learned to improve ongoing and future support.

Recommendations address strategic orientation, implementation improvements and ways to strengthen coherence and sustainability of the EU’s contribution.
