Description
This independent final evaluation reviews PRO-SRVP implementation in South Sudan. Overall, the project was relevant to the country’s protracted food insecurity and climate shocks.
- Under SO1 (SAN governance), PRO-SRVP delivered trainings and technical support to the Food Security Council/Secretariat, yet policy ownership and institutional clarity remained limited. Support to a formal seed certification pathway was judged misaligned with farmer realities, and engagement with the Food Reserve Agency carried high contextual risk.
- Under SO2 (crisis preparedness and response), results were strong: regular IPC analyses, FSNMS surveys, CFSAM inputs, and the CLiMIS data portal improved availability, credibility, and accessibility of evidence, which humanitarian and development actors used for targeting and planning.
- Under SO3 (local resilience), intended outputs (web platform, studies, PfRR operationalization) were largely not achieved, mainly due to under-funding, platform restructuring, and insufficient bottom-up engagement.
Efficiency was acceptable despite high logistics costs; monitoring focused more on activities than outcomes. Impact and sustainability are assessed as limited without continued support and clearer national anchors.
Key recommendations include: deepen SAN governance support with stronger political engagement; co-host/manage data systems with MAFS and NBS and ensure long-term financing; re-launch localized resilience planning with community-level processes; prioritize informal/local seed multiplication systems; avoid EU support to the Food Reserve Agency; and strengthen EU learning, oversight, and coordination.
