Mid-Term evaluation of the Ghana Anti-Corruption, Rule of Law and Accountability Programme (2019)

Final report of the mid-term evaluation (MTE) of the Anti-Corruption, Rule of Law and Accountability Programme (ARAP), implemented since January 2016 in Ghana with support from the European Union Delegation (EUD). The programme, which is running until January 2021, is implemented by a Coordination Unit (CU) assisted by long-term and short-term technical advisors (TAs) provided by the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP), which is the beneficiary of a Delegation Agreement with a budget of €13m. 

The specific objective of the ARAP programme is to contribute to current reforms in relation to rule of law, accountability, the fight against corruption and environmental governance, through support to key institutions. At the same time, the programme also supports efforts to increase the ability of the public, civil society organisations (CSOs) and the media to hold government accountable in relation to corruption.

This is a mid-term evaluation. As such, it is clear that it will be looking at a Programme that is evolving, where it cannot be expected that results and outcomes are fully achieved. Indeed, it is partly the role of an MTE to contribute to the potential good performance of a project, and to the fulfilment of its aims and objectives. The fact that this is an MTE affects differently the consideration of the evaluation criteria.
