Description

The Mid-Term Evaluation (MTE) of the Human Resource Development Programme Phase 2 (HDRP 2) Project (henceforth referred to as the Project) was conducted between February 16 and March 10, 2017. 

The EU-funded Human Resources Development Programme Phase 2 (henceforth referred to as HDRP2 or “the Project”) started in 2014:

  • 29/04/2014: Financial Agreement (FED/2013/24073);
  • 26/12/2014: Long Term Technical Assistance to HRDP2 (FED/2014/353-001) ;
  • 15/02/2015: Deployment of Technical Assistance Team (TAT);
  • 15/06/2015: Start of implementation of Programme Estimate 1 (PE1) (FED/2015/359-803).

The total Amount of the Project is 26 million euro.

The purpose of this Mid-Term Evaluation (MTE) is to

  1. Provide decision-makers with sufficient information to make an informed judgement about the relevance and performance of the programmes (relevance, effectiveness, efficiency, impact and sustainability) and determine to which extent the project is achieving the expected results;
  2. Recommend, where appropriate, any required changes to the programme for the remaining period;
  3. Verify, analyse and assess cross-cutting issues;
  4. Provide practical recommendations based on the lessons learnt for future support to TVET and in particular for strengthening the management of the sector in PNG.
