Strategic evaluation of the EU aid delivery mechanism of delegated cooperation (2007-2014)

This independent evaluation provides an overall independent assessment on delegated cooperation. This evaluation covers both Delegation Agreements (DAs) and Transfer Agreements (TAs) signed by the European Commission during the years 2007- 2014, and all regions where DAs and TAs have been implemented. Among the policies analyzed, we find transaction costs, country ownership, aid fragmentation, alignment of systems and policies and EU visibility.
