Description
The focus of the evaluation was on six key domains:
- An uneasy path to stable peace
- Local violence and conflict (focus on the insurgency in Cabo Delgado)
- Public financial management and economic governance
- Vulnerability to climate change
- Regional asymmetries (focus on disparities between developed and marginalised areas)
- Investment climate (focus on leveraging investment and private sector involvement).
A mixed-methods approach was adopted, combining document reviews, portfolio and financial mapping, semi-structured interviews and focus groups, as well as field observations and site visits during five in-country missions.
The evaluation went beyond reviewing bilateral cooperation interventions alone by also examining dialogue mechanisms, decision-making processes and partnerships across the full EU portfolio, and by considering relevant non-spending and wider external action dimensions to understand how these shaped results.
