Description

This independent evaluation assesses to what extent the CPA has achieved its objectives, with particular attention given to its effectiveness, sustainability, impact, efficiency, relevance, coherence and EU added value. It reviews the lessons learnt and provides material on the framework to be used to manage relations with the African, Caribbean and Pacific countries and regions from 2020 onwards. In doing so, the evaluation offers an external review of 111 strategic evaluations managed by DG DEVCO during the period 2000-2015, while it alse assesses the capacity of the agreement to contribute in joining forces, coordinating policies and improving environmental actions, poverty reduction, private sector activities and trade.
