Description

The independent evaluation offers an assessment of EU cooperation with Afghanistan across a number of priority sectors, including agriculture and rural development, health, rule of law and accountability as well as  for cross-cutting issues such as gender. The evaluation also draws some lessons learnt and recommendations aimed at strengthening future EU cooperation in the Country, specifically regarding the responsiveness of EU intervention to the needs and evolving reality of Afghanistan. The "Do no harm" principle is assessed as well as the EU's capacity to improve aid management and impact sectoral priorities like gender, coherence and complementarity of policies.
