Under the current multi-annual financial framework (2021-2027) we use a results framework called the Global European Results Framework (GERF) to measure performance of EU-funded interventions.
The Global Europe Results Framework is a key tool for accountability, efficiency, and learning in EU external cooperation. It ensures that EU funds are used effectively, while providing evidence to inform decisions and improve future programmes. The framework is part of results-based management (RBM), which is a structured approach to planning, monitoring, and evaluating the impact of EU-supported actions.
What does the Global Europe Results Framework cover?
The framework supports reporting, monitoring, and strategic oversight for:
- EU cooperation with third countries (excluding pre-accession beneficiaries and overseas countries/territories under geographic programmes), primarily under the Global Europe: Neighbourhood, Development and International Cooperation Instrument (2021–2027).
- INTPA’s annual management reporting, linking operational results to the department’s strategic priorities.
- Long-term institutional change, fostering a results-oriented culture across EU external action over the coming years.
How the framework works: a three-Level approach

Key features of the system
- Methodological rigour: Indicator methodological notes standardise data collection, ensuring consistency and comparability.
- Thematic integration: Sector-specific frameworks (e.g.: the Gender Action Plan III) complement the core framework, allowing for deeper analysis in priority areas like gender equality or climate action.
- Annual aggregation: Data from individual projects and regions is consolidated yearly to assess progress against the indicators in the GERF.
