Supporting safe and coordinated border management to protect people on the move

Overview

EUROFRONT is a delegated cooperation programme between the European Union and Latin America that contributes to security, the promotion and protection of human rights, and sustainable social and economic development by strengthening effective and integrated border management.

The programme promotes safe, orderly and rights-based human mobility by improving coordination between public institutions, integrating European Union best practices and lessons learned, and supporting the development of national and regional strategies to prevent trafficking in human beings and the smuggling of migrants.

    EUROFRONT is promoted by the European Commission’s Directorate-General for International Partnerships (DG INTPA) and implemented by a consortium composed of FIAP (the International and Ibero-American Foundation for Administration and Public Policies), IILA (the International Italian-Latin American Organization), and the IOM (International Organization for Migration).

    The International Organization for Migration (IOM) concluded the implementation of its activities related to support for the fight against trafficking in persons and the smuggling of migrants in 2025.

Approach and objectives

Border management in Latin America faces increasingly complex challenges. Countries in the region must address irregular migration, cross-border crime, trade facilitation, public health risks, and humanitarian protection, often simultaneously.

These responsibilities are typically shared by multiple institutions with different mandates and levels of capacity. This can lead to fragmented responses, limited coordination, and uneven application of international standards.

EUROFRONT addresses these challenges by supporting countries in strengthening Integrated Border Management (IBM) systems that improve coordination, cooperation and institutional capacity.

EUROFRONT aims to:

  • Improve coordination, information exchange and interoperability among border management authorities.
  • Strengthen regional cooperation frameworks for safe and orderly human mobility through bilateral and multilateral collaboration.
  • Support alignment of national policies on border management and migration with international and regional standards.
  • Professionalise border management institutions through structured training and certification programmes in Integrated Border Management.
  • Promote gender equality, human rights and protection of vulnerable groups in border management policies and practices.

By reinforcing cooperation, institutional capacity and shared standards across the region, EUROFRONT contributes to safer, more efficient and more inclusive border management, enabling countries to respond collectively to evolving challenges while facilitating legitimate mobility and trade.

Activities

EUROFRONT supports a wide range of actions aimed at strengthening border management and migration governance in Latin America, including:

  • Capacity-building projects: training programmes for border management authorities at strategic, technical, and operational levels.
  • Regional cooperation initiatives: development of bilateral and multilateral frameworks to facilitate safe, orderly, and secure human mobility.
  • Information and intelligence systems: strengthening data sharing, risk analysis, and early warning mechanisms to improve decision-making.
  • Policy alignment and standards: supporting countries in harmonising national regulations and operational protocols with international and regional norms.
  • Inclusive and rights-based approaches to protect people on the move: integrating gender equality, human rights, and protection of vulnerable groups into policies and practices.
     

The programme also offers opportunities for collaboration with governments, regional organisations, civil society, and other stakeholders. Partners can engage in joint projects, share expertise, and contribute to the design and implementation of innovative solutions for integrated border management.
