Global Gateway: EU announces Team Europe Initiative Green Paraguay to boost reforestation and circular economy

In the context of the COP27 United Nations Climate Change Conference taking place in Sharm-El-Sheikh (Egypt), the EU and EU member states have announced a Team Europe Initiative (TEI) Green Paraguay under Global Gateway which aims at promoting global climate action and the green transition, in line with EU’s Green Deal. Team Europe will build connections for a greener economy to migrate towards a more sustainable and resilient economic model in Paraguay.

European Commissioner for International Partnerships, Jutta Urpilainen, said: “In order to reduce the devastating effects of climate change, and in today’s complex geopolitical context, building trusted and sustainable connections with our partner countries is more important than ever. Under Global Gateway, this TEI Green Paraguay will support the country to preserve and restore its forests, protect water supply and sanitation, and further promote circular economy to build a brighter future for its people. In the run-up to an EU - Latin America and Caribbean Summit in 2023, we are looking forward to further strengthening our partnership in the years to come.”

The TEI Green Paraguay gathers support from the EU, Germany and Spain. It will be financed with €130 million, of which 55% comes from EU Member States and €56 million directly from the EU.

The TEI Green Paraguay is built around three main components:

  • Building a strong EU-Paraguay Partnership on environment and climate change: the EU will foster a strong partnership with Paraguayan civil society, local authorities, private sector, academia and media, with a particular focus on the role of youth.
  • Raising awareness with young Paraguayans on impact of climate change and environment degradation on the life of people, as well as on possible benefits of a greener model. It will also support consumer and citizen action to protect the environment.
  • Green Action with a focus on three sectors: water and sanitation, responsible production (including circular economy) and forest conservation/restoration and biodiversity. A combination of tools such as investments, guarantees, grants, Technical Assistance and twinning will be used.

The TEI Green Paraguay was officially launched on 15 November 2022 in the country’s capital, Asunción.
