Migration, mobility and forced displacement are priorities of the EU. Addressing the risks and vulnerabilities underpinning irregular migration and forced displacement while harnessing the benefits of regular migration is critical to achieve the Sustainable Development Goals (SDGs) and to ensure that no one is left behind.
The 7th target of the 10th Sustainable Development Goal (SDG10) prescribes “to facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies”. In this context, well-managed migration can contribute to make progress towards development and to reduce inequalities.
At the EU level, the European Consensus on Development (2017) mirrors the UN 2030 Agenda. It acknowledges both the challenges of migration and the opportunities it brings for inclusive growth and sustainable development when well-managed. It considers that poverty, conflict, fragility and forced displacement are deeply interlinked and must be addressed in a coherent and comprehensive way, also as part of the humanitarian-development-peace nexus.
At the same time, the EU Pact on Migration and Asylum (2020) foresees a comprehensive and balanced engagement with partner countries, with focus on key countries of origin, transit and destination, and a specific approach aimed at establishing tailor-made, mutually beneficial partnerships.
Since 2021, DG INTPA has established an informal coordination group known as the 'Coordination Group on Migration under the NDICI-Global Europe and Member States' Bilateral Cooperation Instruments.' Its purpose is to foster information-sharing and dialogue between the Commission services responsible for implementing the NDICI-GE instrument and Member States' authorities. The group focuses on coordinating actions related to migration and forced displacement with non-EU countries, ensuring greater coherence and effectiveness in the EU's approach.
