Introduction
This Triangular Cooperation Initiative, supported through the ADELANTE Window, strengthened the capacities of key partners to develop and implement a biomass recovery model in the forestry sector. Drawing on expertise from Spain and Peru, the Initiative enabled the Forestry Cluster of Jalisco, Mexico, to become a leading promoter of bioenergy. The model prioritises job creation, sustainable energy use, and technology transfer, with strong potential for replication across Latin America and Europe.
Through knowledge exchange, technical assistance, and field visits, the Initiative facilitated a comprehensive strategy for biomass recovery tailored to the local forestry sector. This inclusive approach fostered both technological innovation and economic revitalisation in rural areas of Jalisco, where biomass production offers an opportunity to diversify income sources and supports green growth.
The Initiative enabled the Forestry Cluster to establish strong institutional and technical links with Spanish and Peruvian counterparts, enhancing its long-term capacity to develop innovative solutions and expand its influence beyond national borders. The strengthened collaboration between partners also laid the groundwork for future joint actions and broader sectoral engagement across the region.
Overall, the Initiative demonstrates how Triangular Cooperation can advance sustainable development, build institutional capacity, and directly support the Sustainable Development Goals—particularly SDG 7 (affordable and clean energy) and SDG 13 (climate action). It also aligns with global efforts to accelerate clean energy transitions and mitigate climate change through sustainable bioenergy from forest ecosystems.
Objectives
This Initiative enhanced the capacity of participating entities to define and implement a biomass recovery model in the forestry sector, harnessing the potential of forestry clusters and other industries in the area. It contributed to job creation and aimed to make the experience replicable across Latin America and Europe.
Project activities
The Initiative included the following key activities:
- Development of a strategic plan and biomass recovery model for the forestry sector.
- Study visits to:
- Spain (EXPOBIOMASA, Ibero-American Congress on Biorefineries, Castilla y León initiatives).
- Peru (CITE’s technological services for biomass production).
- Training for Forestry Cluster entities on advanced biomass technologies and renewable energy systems.
- Technical consultancy and systematisation study for knowledge transfer.
- Awareness campaigns and events targeting 24 industrial sectors in Jalisco to promote biomass use.
- Media outreach to promote the benefits of sustainable bioenergy to the general public.
