Fostering Triangular Cooperation and building partnerships for development in Latin America and the Caribbean

Overview

ADELANTE is the European Union's flagship programme dedicated to fostering Triangular Cooperation between the EU, Latin America and the Caribbean (LAC). By leveraging the collective knowledge, experience, and resources of diverse partners, ADELANTE addresses development challenges and contributes to the achievement of the 2030 Agenda for Sustainable Development.

Implementing partners: European and LAC entities across public, private, social, and academic sectors

Approach and objectives

ADELANTE operates through Triangular Cooperation, a form of international collaboration where at least three partners work together to address a development challenge. An intervention can be considered within the scope of Triangular Cooperation when at least three partners participate, and each of them takes on one of the following roles:

  • Beneficiary: seeks support to meet a development challenge, making their knowledge and experience available, in addition to providing financial resources in certain cases.
  • First provider: has experience in addressing the same development challenge in a similar context as the Beneficiary, shares its knowledge and experience with the Partnership and, in certain cases, provides financial resources.
  • Second provider: contributes to strengthening the Partnership and provides support through its knowledge, experience and financial resources.

Opportunities for collaboration

In its first phase (2015–2020), ADELANTE funded eight projects involving 93 organisations from 22 countries. These projects tackled issues like improving education systems and creating job opportunities.

Building on this success, the second phase of ADELANTE (2021–2027) has introduced new ways to support partnerships:

  1. Operational support component

    The ADELANTE Triangular Cooperation Window, connecting the European Union with Latin America and the Caribbean, was a co-financing initiative with a total budget of €5 million, implemented from 2021 to 2024. This component focused on mobilising resources and facilitating partnerships between European and LAC entities using the Triangular Cooperation approach. The ultimate goal was to support the 2030 Agenda and foster more inclusive and sustainable development.

    Thanks to the ADELANTE Window, 258 entities representing 27 countries in Europe and Latin America and the Caribbean were involved in 43 multi-stakeholder and multi-level Triangular Cooperation Partnerships, implementing 47 Triangular Cooperation Initiatives with 12,355 people participating in 285 activities and with a direct impact on the 17 SDGs. 
     

  2. Analytical support component

    This component aims to produce studies and policy analyses to measure and enhance the impact of Triangular Cooperation between the EU and LAC. By identifying successful practices and areas for improvement, it ensures ongoing learning and innovation. The Ibero-American General Secretariat (SEGIB), a leading expert in South-South and Triangular Cooperation, plays a crucial role in contributing its expertise to these efforts.
     
  3. Institutional support component

    This component establishes six dedicated Triangular Cooperation funds, co-financing projects that bring together stakeholders from Europe and LAC to address regional challenges. These funds support innovative solutions aligned with the 2030 Agenda and Sustainable Development Goals (SDGs). Partnerships have been developed with Brazil, Chile, Colombia, Costa Rica, Cuba, and Uruguay to drive impactful, region-specific initiatives.
