Introduction
This project supports the Dominican authorities, at both local and national levels, in their engagement in transformational actions for a more sustainable urban mobility. It is aligned with the European Union’s Global Gateway strategy, contributing to the development of the urban transport network in Santo Domingo and other Dominican cities. It also contributes to an effective climate resilient low-carbon economy and society, which is part of the European Green Deal.
Objectives
This project continues the ongoing LACIF support in the sector, preparing mass transport infrastructure projects, particularly through the completion of detailed technical studies on institutional and financial structuring. It aims to enhance safe, inclusive, and sustainable transport networks by addressing key factors such as affordable mobility, inclusivity, and the reduction of greenhouse gas emissions.
Besides metro and cable car projects, the Dominican Republic has limited experience with projects on other modes (BRT, tramway) and PPP structuring. Therefore, it is important to develop these new transport projects while considering the gender equality and the disability dimensions in terms of benefits and risks, needs, constraints and differential access. This technical cooperation is also associated with a project to increase the capacity of line 2 of the Santo Domingo metro, financed by an AFD loan. The project enhances the capacities of:
- INTRANT (National Institute for Transit and Land Transport) to implement on-the-ground measures that have already been studied (paratransit, active modes, traffic and parking management, ticketing interoperability, and fare integration);
- FITRAM (Trust for the Development of the Mass Transportation System of the Dominican Republic) in the completion of technical, environmental and social, institutional, and financial studies; and
- OPRET (Office for the Reorganisation of Transport), owner and operator of the Santo Domingo metro, in planning the modernisation of its metro train fleet and signalling system.
Project activities
The project focuses on two main areas:
- Support for the implementation of the National Urban Mobility Policy and the ongoing reform of the urban transport sector
- Support for the implementation of the Integrated Transport System (SIT) in Santo Domingo and Santiago
Results
The project shall address all the necessary factors for the emergence of safe, inclusive, and sustainable transport networks. The efficient and affordable mobility system shall increase the population's mobility and their access to employment. Its pricing and service levels should make it more inclusive, especially for women and low-income populations. Furthermore, the modal shift helps reduce greenhouse gas emissions and combat air pollution. In particular, the project shall generate the following results:
- 16,5 km of new or upgraded railways
- 14 metro trains purchased
- Four studies supported (technical, economic, and environmental, gender)
- Increased capacities for three organisations (INTRANT, FITRAM, OPRET)
