Description
During the 2008-2021 period Jamaica benefitted from six budget support programmes which can be grouped into 3 clusters: the economic cluster, with the debt reduction and PFM programmes, the justice and security cluster, with three programmes focused on citizen security and justice reform, and the environment cluster, with one BS operation focused on forest management.
Jamaica's cooperation programme with the European Union is primarily implemented through the budget support modality. Budget support is an effective form of aid delivery for countries that demonstrate a strong commitment to stability-oriented macroeconomic policies and to strengthening public financial management, including transparency and oversight of budgetary operations, and that have credible and relevant national/sectoral policies.
This independent evaluation assesses the contribution of this aid modality to the achievement of development objectives in Jamaica and its specific advantages compared to other aid modalities. It presents the main findings, conclusions and lessons learnt, as well as recommendations for the future of EU cooperation in Jamaica.
