Senegal

Overview

Senegal is a West African country, stretching from the Atlantic Coast in the west to the Sahel in the east. With a population of 18 million, Senegal plays an important role within the region and the continent and is a strategic partner for the EU. 

The new public policy framework ‘Senegal 2050: A National Agenda for Transformation’ aims to transform Senegal into a sovereign, just and prosperous country within 25 years, and to support development efforts, increase economic sovereignty and reduce debt.

Our partnership

The EU supports Senegal on its path towards green and inclusive economic growth, in line with the new national strategy ‘Senegal 2050’ and with the EU Global Gateway Strategy. EU action builds on Senegal’s ambitions in sectors such as pharmaceutical production, agricultural industrialisation, universal access to energy, urban development and digitalisation. In addition, the country is central to the strategic transport corridor Praia-Dakar-Abidjan, which the EU also supports.  

Team Europe brings together the EU, the European Investment Bank, and 16 EU Member States. Together they work with Senegal across several sectors: 

  • The national Team Europe Initiative (TEI) ‘Green Economy in Senegal’ focuses on green agriculture and sustainable, digital cities.
  • The continental MAV+ TEI focuses on manufacturing and access to vaccines, medicines, and health technologies.
  • The regional migration TEI addresses migration routes in the Western Mediterranean and Atlantic.  

Support to youth is mainstreamed in every initiative to ensure young people are socially and economically empowered and benefit from all areas of our partnership. 

The EU allocated €337 million in grant funding to our bilateral partnership during the period 2021-27. Senegal also benefits from many multi-country EU programmes.

Our key initiatives

Renewable energy

EU support for Senegal's energy sector is provided through the Just Energy Transition Partnership (JETP). This aims to increase the share of renewable energy in installed capacity from 30% to 40% of the national electricity mix by 2030. The EU and other international partners will contribute EUR 2.5 billion to finance major investments and reforms in the energy sector. 

Key areas of support include: 

  • Strengthening the energy network by upgrading Senegal’s electricity transmission and distribution network.
  • Supporting universal electricity access by extending the network to rural regions.
  • Financing investments in renewable energy generation, energy efficiency and storage 
Agri-food systems and fisheries

The EU supports Senegal to strengthen agricultural key value chains, improve food sovereignty, and foster sustainable development within its green economy goals. Our common efforts focus on: 

  • Reinforcing key value chains (cereals, peanuts, fruits) through initiatives like the Agropole Centre.
  • Supporting agricultural production and resilience, e.g. in Casamance and southern Senegal.
  • Promoting jobs and growth through transformation of agri-products and by supporting innovation in MSMEs and startups.
  • Facilitating access to agri finance for entrepreneurs and SMEs – particularly for women and youth.
  • Promoting international ocean governance, fostering sustainable blue economy and supporting the preservation of marine and coastal ecosystems
Transport

The EU supports Senegal in enhancing transport systems through sustainable urban mobility and road network improvements. Key initiatives include: 

  • Supporting and restructuring sustainable urban mobility with the Bus Rapid Transit, allowing electric buses to cross Dakar, and through a network of gas running buses connecting the peripherical neighbourhoods with the main electric transit lines of the capital.
  • Improving road network by rehabilitating key routes such as the Rosso bridge (linking Senegal and Mauritania) and the Senoba-Ziguinchor-Mpack corridor (connecting Senegal with The Gambia and Guinea-Bissau), while providing complementary institutional support to improve road transport governance.
Water and sanitation

The EU collaborates with Senegal to improve access to clean water and sanitation, focusing on infrastructure development, resource management, and community resilience. These efforts aim to ensure sustainable water use, enhance public health, and support climate adaptation: 

  • Reducing pollution in urban areas with the Hann Bay depollution project (Global Gateway Flagship Project).
  • Enhancing drinking water supply in secondary cities such as Saint-Louis, Kaolack, and Kolda through strategic investments in infrastructure. 
Economic development and private sector

The EU supports Senegal’s economic development through initiatives that promote entrepreneurship, enhance access to finance, promote a conducive environment for the private sector, with a focus on inclusivity, climate resilience, and sustainability. Key actions include: 

  • Programmes promoting youth and women entrepreneurship, including the initiative Investing in Young Businesses in Africa (IYBA).
  • Financing mechanisms to improve MSMEs' competitiveness, resilience, and recovery in key value chains.
  • Promoting a conducive private sector environment and national and regional competitiveness policies.
  • Improving transparency and efficiency in public finances (including on domestic resource mobilisation). 
Migration

The EU works with Senegal to address migration challenges along key routes, enhance migration management, and support migrants’ protection, reintegration, and diaspora engagement. Key actions include: 

  • Improving migration management by strengthening governance, data systems, and policies for migration, including counter-trafficking efforts and diaspora engagement.
  • Fighting migrant smuggling through joint operations, intelligence sharing, capacity building, awareness raising, and protecting victims of traffic across Senegal and neighbouring countries.
  • Supporting migrant protection and reintegration through national structures and regional programmes for voluntary return and sustainable reintegration.
  • Harnessing the potential of diasporas and accompanying them toward job creation and entrepreneurship through public and private initiatives. 
Health

The EU is working with Senegal to strengthen the pharmaceutical sector.Itis doing sothrough comprehensive Team Europe support for therelaunch of Senegal’s national pharmaceutical plan. This involves:  

  • Improvinggovernance in the pharmaceutical sector.
  • Expandingvaccine production, with support to the MADIBA vaccine plant at the Institut Pasteur de Dakar.
  • Developingskills and boosting research and development
  • Increasing the private sector’s involvement.
  • Supporting the development of a conducive regulatory framework (MAV+ Team Europe initiative). 
Youth and education

The EU partners with Senegal to support the socio-economic integration of youth in a comprehensive approach. Aiming to increase employment opportunities for young people and to make them active actors of their own country development, our common efforts focus on: 

  • Strengthening youth employability through technical and vocational education and training, including new curricula in sports, culture, and green sectors, leveraging the 2026 Youth Olympic Games in Dakar.
  • Supporting the mobility of students and academic staff, to increase their employability and improve the quality of education in the country.
  • Empowering youth and civil society: initiatives like the Youth Budget Support Programme and civil society support projects strengthen governance, civic engagement, youth leadership and democracy.
  • Promoting human rights: combatting sexual violence, protecting children, and enhancing democracy through dedicated envelopes and initiatives.
  • Cultural cooperation: investments in cultural and creative industries, as well as museum partnerships and intercultural dialogue, enhance cultural diversity and creativity in Senegal and the region. 
Peace and security

The EU supports Senegal in addressing security and stability challenges, enhancing community resilience, and fostering peace and reconciliation. 

  • Reinforcing border management and fighting organised crime: deployment of GAR-SI units, support for intelligence services, and strengthening anti-money laundering frameworks to tackle trafficking and organised crime. 
  • Building resilience in border areas: initiatives in southeastern Senegal focus on community resilience, local security, and cross-border cooperation. 
  • Promoting peace and reconciliation: support for the Casamance peace process, electoral violence prevention, and fostering dialogue through media and community engagement.
