Mexico, officially the United Mexican States, is a country in the southern portion of North America, with a population of over 128 million (2023).
Mexico has a geostrategic position for nearshoring and has put forward important projects to develop and upgrade its basic infrastructures (energy, transport, water, education and health) to encourage growth, combined with policies to address inequalities.
Our partnership
Current EU action in Mexico aims at building a partnership to work towards achieving the Sustainable Development Goals, fostering sustainable and inclusive development, and a fair green and digital transition, in line with the Global Gateway Investment Agenda.
Team Europe in Mexico brings together the EU institutions, EU Member States, as well as European financial institutions.
The priorities of EU-Mexico cooperation are outlined in the pending EU-Mexico Global Agreement and in the Multiannual Indicative Programme 2021-2027 for the Americas and the Caribbean.
The EU institutions and EU Member States have prioritised two themes for their cooperation with Mexico:

- Social cohesion

Our flagship initiatives
Team Europe in Mexico focuses its action on two main sectors:
- Global green challenges – covering issues such as circular economy, energy efficiency and renewable energy, planning and management of smart and sustainable urban development, as well as adaptation and mitigation of climate change through ecosystem-based solutions. More specifically, in the framework of the Global Gateway Investment Agenda, the EU focuses on:
- Industrial parks, renewable energy and water systems (focus ‘Plan Sonora’)
- Development of the green bond market, interoperability of EU and Mexican taxonomy, and access to finance (e.g. a joint project with the Inter-American Development Bank and Mexico’s BIVA stockmarket)
- Integrated water resources management
- Social cohesion and combatting inequalities – working on three interrelated themes:
- Modernisation of the tax administration (efficiency of tax collection and the fight against corruption)
- Support for the definition of an efficient, transparent and fair public spending system
- Formalisation of employment to ensure greater tax collection and extended access to social protection
In the context of the Global Gateway Investment Agenda in Mexico there is also cooperation on health resilience and vaccine production.
