2022 Aid Transparency Index : the European Commission reaffirms its commitment to better transparency in EU financial aid

Today, the transparency NGO Publish What You Fund (PWYF) released the Aid Transparency Index (ATI) 2022, an index which biennially assesses the transparency performance of some 50 major aid providers, including the European Commission, the European Development Bank (EIB) and a number of publishers from EU Member States. In the ATI 2022, the three Commission services involved in aid (DG INTPA, NEAR and ECHO) scored as "good", the second-best category in the index. Out of 100 points, ECHO topped the list of Commission services with 77.1 points, followed by INTPA with 72.4 points, and NEAR scored 64 points.

European Commissioner for International Partnerships Jutta Urpilainen has commented: “These results come at a time when the Commission is engaged in ongoing efforts to increase transparency in external assistance. Transparency is one of the key values underpinning the Global Gateway strategy. With this support to the Aid Transparency Index, the Commission contributes to international efforts on transparency and works with Member States to make Team Europe a champion in this field. More transparency will increase our impact . “

The European Commission is co-hosting the ATI launch event in Brussels, which looks back on "10 Years of the Aid Transparency Index", highlighting how we have moved from just reporting data to actually using the data generated. Adopting a 10-year perspective, participants of the panel discussed the significant progress made from poor quality data to impact data. The event was followed by the worldwide international transparency community.

The Commission is transitioning to a new operational system for its external actions, which will increase the transparency and effectiveness of its cooperation, including the capacity for a results-oriented reporting.

The EU Aid Explorer is a central tool in this regard, allowing users to freely explore EU and Member States’ spending on official development assistance. The Commission also maintains a “Team Europe Initiative and Joint Programming” tracker sharing information on where it works jointly with Member States to address development challenges and has recently launched the Team Europe Partnerships Portal, a matchmaking platform developed in cooperation with the Ministry of Foreign Affairs of Estonia to connect partner countries with European expertise.

Transparency is one of the values at the core of the Global Gateway strategy. The Commission remains committed to developing innovative tools to use data more effectively in support of informed decision-making for more impact.

The EU Aid Explorer is a central tool in this regard, allowing users to freely explore EU and Member States’ spending on official development assistance. This tool tracks donors' progress in publishing high-quality, open aid data. It is produced every two years by the non-governmental organization Publish What You Fund (PWYF), a research and advocacy organization promoting transparency in aid, based on a review of data published by each provider in the International Aid Transparency Initiative (IATI). IATI hosts open live data voluntarily published by more than 1,500 organizations using a common technical standard, providing comparable and easily accessible information about their development and humanitarian activities.

The Commission is a founding member of IATI (established in 2008 at the Third High Level Forum on Aid Effectiveness in Accra). It is promoting the publication and use of IATI data in all EU Member States to improve data coverage and enable better use of data. The latter is particularly important because data searches in IATI allow for greater granularity and can complement OECD-DAC Creditor Reporting System (CRS) data from Member States.
