Mid-Term Review KP DGCD Programme (2018)

The Mid Term Review (MTR) of the District Governance and Community Development (DGCD) programme was undertaken by a team of three experts including a Team Leader, Civil Engineer and a Social Mobilization expert. The main objectives of the MTR were to review the following four broad areas:

• The institutional environment (the policy, its implementation and the reform process initiated, the legal and regulatory framework, the Administration)
• The Technical Assistance, its work of support to the Administration to implement the policy
• The Grantee Beneficiary, its work of social mobilization, its role in policy implementation and the developed Community Based Organizations.
• The engineering aspect in its statutory, management/division of labour and physical dimensions.

The main objectives of the evaluation are to provide the relevant external cooperation services of the European Union, the Government of Pakistan and when appropriate, the wider public with:

• An overall independent assessment of the past performance of the KP DGCD programme, paying particular attention to the results of the project against its objectives; and
• Key lessons and recommendations in order to improve current and future action.
