Maximising the potential of the EU and its Member States public sector expertise (PSE) for international development cooperation

Public Sector Expertise (PSE) for development is a form of international technical cooperation that mobilizes expertise from EU Member States’ administrations in order to promote reform and sustainable development policies through peer-to-peer knowledge exchange and international institutional partnerships with partner countries.

European PSE is a way to promote European values and interests as well as our standards and policy approaches. PSE can complement many other implementation modalities and is a Team Europe approach to knowledge sharing that can strengthen Team Europe Initiatives.

INTPA therefore undertook a study in collaboration with NEAR and the Practitioners’ Network. Phase I - mapping of MS existing operational structures, regulatory frameworks, delivery tools and bilateral initiatives, was commissioned by INTPA and served as the empirical base for Phase II – analysis paper on the strategic potential of PSE as an innovative cooperation modality with partner countries (commissioned by PN members and drafted by ECDPM).
