Overview
Guinea is a West African country, located on the Atlantic Ocean, with a population of 14 million. Rich in natural resources such as minerals and hydropower, and having significant agricultural potential, Guinea is poised to growth and development. While challenges exist, the nation's abundant assets offer promising opportunities for a brighter future.
Our partnership
The EU- Guinea partnership focuses on supporting the country in strengthening its democratic institutions and accompanying democratic transitionimproving migration management, enhancing economic and investment opportunities for inclusive growth and decent jobs, and fighting climate change and environmental degradation. This support is aligned with the EU’s Global Gateway Strategy.
Team Europe in Guinea brings together the EU, the European Investment Bank, Belgium, France, Germany, Italy, and Spain and focuses on green and blue economy, stability and good governance.
The EU has allocated € 362 million in grant funding to support Guinea for the period from 2021 to 2027. Guinea also benefits from several multi-country EU programmes.

Our key initiatives
- Agriculture value chains, private sector development and vocational training
Facilitating private sector development to create jobs, empower women, and boost economic resilience, especially in key areas such as agriculture, and enhancing skills. The EU partners with Guinea on:
- Promoting job creation and growth by improving access to finance and by strengthening institutions’ performance for quality control and accreditation in the sustainable processing of agricultural and fisheries products.
- Reinforcing long-standing support to private sector and enhancing youth employability on infant food, fonio, fruits and cashew nuts.
- Strengthening the capacity of the Private Investment Promotion Agency (PIPA) to support women entrepreneurship.
- Supporting SMEs led by young entrepreneurs and women, particularly in agriculture value chains, such as fish and seafood, fonio, rice and infant food.
- Improving the quality of vocational training, increasing private sector and local authority involvement in TVET (Technical and Vocational Education and Training).
- Health, water and environment
Improving access to quality health care, to clean water and supporting a healthy environment by enhancing waste management and preserving Guinea’s natural resources and key ecosystems. Our efforts focus on:
- Developing universal health coverage by improving governance, medicines and human resources, while supporting Public Health Institutes aiming at reducing inequities in the public health system.
- Enhancing municipal land use planning, access to clean drinking water and improving sustainable waste management in Conakry and in secondary cities of Guinea.
- Supporting biodiversity conservation and local communities’ socio-economic development in key landscapes like Badiar National Park.
- Renewable energy and connectivity
The EU partners with Guinea on improving electricity access and promoting renewable energy and enhancing road and digital connectivity. Actions include:
- Electricity access & transmission – Construction of high-voltage transmission lines and rural electrification, ensuring reliable electricity supply from the Kaléta-Souapiti hydroelectric complex to key substations like Linsan and Manéah with AFD, expanding the network from Linsan to Fomi and enabling cross-border electrification between Sanankoroba in Mali and N’Zérékoré in Guinea.
- Urban development projects in Conakry to enhance mobility through the sustainable construction of roads connecting several landlocked areas.
- Supporting vehicle safety and environmental standards with the CESA centre.
- Inclusive governance
Supporting Guinea’s political and social stability by accompanying the ongoing transition process. Actions focus on:
- Contributing to the organisation of the electoral process, strengthening the capacity of the key transition stakeholders and civil society, and promoting transparency and accountability.
- Building the capacity of civil society organisations (CSOs) in political dialogue, civic space monitoring and professional integration systems.
- Combating gender-based violence and providing legal and psychological support to victims of gender-based violence.
- Supporting the civil registration system reform.
- Migration
Supporting national efforts to manage migration, protect migrants and returnees, and fight against human trafficking and migrants smuggling. Actions focus on:
- Providing personalised support mechanisms for vulnerable migrants to provide psychosocial support as well as socio-economic opportunities for improving the reintegration of returning migrants.
- Strengthening migration governance at the central and decentralized level, by strengthening the capacities of the administrations in charge and raise awareness on the risks of migration.
- Accompanying Guinea in the fight against human trafficking and migrants smuggling by enhancing border control and surveillance capacities, strengthening the capacities of the National Police and the Gendarmerie, as well as the investigative capacities of judicial units.
